Established in honor of Dr. Toby Milton, an educator, researcher, and graduate of the Department of Education Policy and Leadership in the Collge of Education. The Toby H. Milton Memorial Fund provides an annual scholarship for a first-year doctoral student studying higher education in the Deptartment of Counseling, Higher Education, and Special Education.
