William C. Spann Scholarship

William C. Spann, Associate Vice President for Institutional Research and Planning, came to the University of Maryland as a graduate student employee in the Office of Records and Registration in 1966.  He served as Director of Records and Registration from 1977 to 1996 and as University Registrar from 1996 to 2000.  Mr. Spann was instrumental in improving the quality of student services, presiding over the University's move to computerize the registration process and transcript delivery.  In 2000, Mr. Spann assumed responsibility for the Office of Institutional Research and Planning.  Through his expertise, Mr. Spann became keenly aware of the unique needs of transfer students, particularly for financial assistance.  Upon retiring in 2006, he decided to establish a scholarship for students with demonstrated financial need who are Maryland residents and who have transferred to the University from a community college.
